..i dont get what to do after you cut off the extra fabric do you sew it on the shirt or something?????

yea you are lengthening the shirt. Just sew it on with right sides together and do a clean edge finish with your machine/pinking shears/ or use a serger.

im to a concert on july 13th and we want to make a shirt but we dont know how to saw letters on made from fabric any ides?????

you can get teh shirts you want, then print out the letters on a paper from teh printer as big as you want them on the shirt, cut them out, and pin them on the shirt where you want them, then trace with chalk, take the paper and pins out and color it in with fabric paint
